Board meetings produce votes, but votes are not decision records. The FDIC published a chairman's statement and a press release for each rulemaking, yet the public cannot trace which analysis persuaded which director or what evidence supported the final policy choice. A decision governance practice would require each Board action to produce a structured artifact naming the decision owner, the alternatives considered, the evidence weighed, and the outcome—published alongside the Federal Register notice. Without that record, future Boards inherit conclusions but not the reasoning, and agencies repeat the same policy debates every administration.
