NCUA Prohibits Five Individuals from Participating in the Affairs of Any Federally Insured Depository Institution

Prohibition orders are the regulator's way of formalizing what institutional decision-makers failed to do: document when and why an individual's participation became a risk that exceeded tolerance. The missing artifact is the participation-authority log—a system of record that names who approved continued access, under what rationale, with what review cadence, and against what conduct thresholds. When that record does not exist or is not enforced, the institution lacks the mechanism to evidence its own decision to protect itself.
